1. Introduction
Following a meeting to discuss and recommendations by the government of Somaliland in December 2010 in relation to the security needs of Somaliland government key agencies and Ministries, and in relation to the security of the capital city’s, Hargeysa main check points and entrance points, please find below our offer for enhancing the security of key government institutions, as well as, the security of the main check points/entrance to the capital city Hargeysa.

We look forward to work with the Somaliland government in this important and most significant project for the security of Somaliland and its citizens.
2. EXECUTIVE SUMMARY
CME’s security consulting team has jointly reviewed the security of some Somaliland agencies and Hargeysa city entrance points and has designed security solutions to meet these needs. The solutions proposed by CME Holdings together with the government of Somaliland are outlined in this proposal and fall into two categories: a) surveillance technologies for key government institutions and b) metal/weapon detectors and enhancing capacities for main city entrance points
a) The improvement of the security of Somalilands’ key national institutions will involve the installation of these institutions with surveillance technologies. This will include equipping and providing these institutions with CCTV cameras, metal/weapon detectors, under vehicle search mirrors. And the institutions that will benefit from the enhanced security this technology brings are as follows:

b) The enhancement of the security of the entrance to the capital, Hargeysa, and its main check points will involve the improvement of the capacity of the main 12 entrance points to Hargeysa.
3. Challenges and Need
One of the main challenges facing Somaliland in the past decade has been the threat and emergence of global terrorism. The Republic of Somaliland, located in the critical horn of Africa and in the Somali peninsula, has been no exception to the terrorism and threats other nations in the world faced. Most of the threat of terrorism towards Somaliland emanates from neighbouring Somalia, Puntland and Eritrea. In the last five years, there has been an increased effort and energy by regional terror organizations, in particular, Al-Shabab (the Al Qaeda affiliated terror organization fighting in neighbouring Somalia) to export its terror towards Somaliland. In October 2008, Al Shabab attacked the Presidential Palace of Somaliland, as well as, the United Nations compound and the Ethiopian Embassy in Hargeysa, Somaliland. On the other hand, a survey of Somaliland’s key national agencies and institutions revealed that only the Presidential palace has surveillance technologies while the National Security Service compound has some other security barriers. On the other hand, the Somaliland National Election Commission, responsible for the democratisation process of Somaliland, the Ministry of Interior, The National Security Service, Hargeysa Airport and most of the above identified national institutions are attractive targets for terrorists. Needless to say, none of these institutions have adequate and appropriate security in place, including surveillance technologies. On the other hand, the main entrance/security check points to Hargeysa, capital city of Somailand is poorly manned and secured. The barrier at which cars shall stop before they are allowed to proceed after checks is made of robe. More importantly, none of these check points has the facilities or ability to detain or handle criminals or terrorists, if they apprehend some. They have no cells and no offices and rooms for rest, which demoralises these security officers and decreases their efficiency. Also, these entrance security points lack adequate and appropriate communication equipment, such as telephones and computers. More seriously and in addition to the above, there have been a number of well documented incidents where weaponry, I.e. ammunition and guns have been smuggled to Hargeysa, past these check points. Its not surprising when one considers the fact that these check points lack the capacity or ability to check these vehicles for weaponry or metal, due to lack of equipment. In conclusion, its paramount that the Somaliland government take action to secure the safety of its national institutions as well as, the security of its entrance- check points. If appropriate security measures, including the use of surveillance technologies for key national institutions and securing the borders and check points to t he capital city is not taken, the risk is great that these agencies can become subject to terrorist attacks, similar to the ones that targeted the Somaliland Presidential Palace, Ethiopian Embassy and the UN Office in Hargeysa, Somaliland, in October 2008 and that weaponry can be smuggled through these entrance points.
PROPOSAL
The aim of this project is two fold. First, it is to propose that the most important and key Somaliland institutions, such as the houses of parliament and national security service head quarters be equipped with surveiilance technology and metal detecting equipment for enhanced and improved security. Second, it is to propose that the capacity of the main entrance- security check points to Hargeysa, capital city of Somaliland, be developed and improved so that the security and police officers at these check points are better able to deal with and address any risks and threats. CME has the experience and expertise to support the Somaliland government in the implementation and successful completion of this project. CME believes that this project needs to be planned, implemented and completed in a spirit of team work between the concerned government agencies and the professionals of CME, so that these agencies can acquire the maximum benefit from these security enhancing technologies.
Capacity Building for City Entrance/Check Points
First, in relation to the capacity building for the main entry, security check points to the capital city of Hargeysa, CME Holdings Ltd, as per the recommendation and assessment jointly with the Somaliland government proposes to develop/build 12 key entrance points and close or barricade 9 entrance points, which are not manned or checked by security personnel. First, CME Holdings proposes that the 12 key entrance points to Hargeysa shall have each built a small three room building. These three rooms will consist of one prison cell, one office and one sleeping room for officers off duty. In addition, the check points will have an appropriate metal security barrier built for improved security. At the moment, the security barrier at these check points, which is used for stopping cars, is made of robe. More importantly, each of the 12 check points shall have a metal detector equipment to scan cars for weaponry and an under search mirror. As well, CME Holdings further proposes that each one of these check points shall have a telephone, computer and office furniture, for better communication and improved capacity.
Surveillance Technologies for Somaliland‘s Key National Institutions Second, in relation to the surveillance technologies for Somaliland‘s key national institutions, CME holdings, following the request and recommendations of the Somaliland government, proposes that the key institutions of the Somaliland government, 10 of them, and the surveillance technologies and equipment they require be as follows:
